Colette, many thanks for your comment.
Please just allow a my short comment:

This is real in the mind of who see the young group as a threat for other
committee.
But it is not true, Young (or "young adult") can have the free to choose to
be a member (voting or not voting) of this committee (when and if will be
create inside ICOM) and of other Committees.
Will be a challenge for other committee to be sure that their young members
don't escape or leave their committee.

There is any real need to don't choose to be a member of one, two or more
committees (I don't remember if there is a limit)? Any member can decide if
they want to have decision power (vote) in the committee he/she thing is the
more near to their work.

Must to be clear that no-one have interest to catch members from other
committee, this not a game where who have more members win the game.
Is a common challenge in the interest of ICOM, Museums and colleagues.

Other committee don't be worry, no-one want to leave it any "power".

I hope the situation is now clear definitively.
