A recent thread, that began with a query on how to
preserve a dead raven, raised a few side bar questions
about the Migratory Bird Treaty Act. The answers I
obtained are:
1. The raven is indeed included on the list of birds
protected by the MBTA. The act includes a specific list of
species covered.
2. The woman who sent Mrs. Clinton the jewelry was
convicted and fined. The piece she sent included eagle
feathers.
3. It is no problem to obtain a salvage permit for credible
purposes such as museum specimens, university collection,
research, educational purposes, etc. The permit should be
obtained before salvage occurs. Institutions that wish to
acquire a permit in the states of Washington, Oregon,
Idaho, Nevada,California and Hawaii (Region 1 of the US
Fish and Wildlife Service) should contact Tami Tate-Hall at
(503) 231-6164. In other states check the local phone book
government pages under US Department of Interior, Fish and
Wildlife Service.
