While Mr. Hart's suggestion of soaking unfired cartridges in WD-40 is an 
old  method for disabling live ammunition. I am not sure that the crimp 
would allow the oil to penetrate and kill the powder.  I have tried to 
kill primers on modern ammunition with WD-40 and had mixed results.  
Some times it works and some times it does not. Local gun clubs should 
not have expended powder.  For the powder to be expended it would have 
to be burned as cartridge is fired.  They may have old powder that needs 
to be disposed of.
