I recently contended with a similar situation. I researched rights and
reproduction fees at many local museums. I have to say, the most helpful
seemed to be the public library's fee schedule. NY Public Library has a
fairly comprehensive list
(http://www.nypl.org/permissions/usefeeschedule.pdf). I added an up charge
for all of the variety of media to the appropriate base fee.

I posted almost the identical question to museum-l recently and received
absolutely no replies, either personally or sent to the list. I have been
dealing with photo permissions for a number of years and still puzzle over
some of these requests. I want to be fair but also think my museum should be
fairly compensated.
I will reply to you privately and tell you what I wound up charging and why.
If others have dealt with this question, Aino and I would appreciate your
insight. Please post to the list or cc me if you reply to Aino. The types of
rights these people are asking for are fairly standard requests by big
children's textbook publishers, so I am assuming other museums and archives
are getting these requests.
