I recently contended with a similar situation. I researched rights and reproduction fees at many local museums. I have to say, the most helpful seemed to be the public library's fee schedule. NY Public Library has a fairly comprehensive list (http://www.nypl.org/permissions/usefeeschedule.pdf). I added an up charge for all of the variety of media to the appropriate base fee.
