Small museums have few luxuries, but one of them is the opportunity to
select staff without being compelled by any law to advertise.  It is not a
good practice, but in this case the "second choice" from last year's search
is certainly the result of a screening process.

The cost of a search is always a factor, and as per a previous thread,
people are sometimes hired without even visiting the site.
