In broad terms, you might want to check out the Connecting to Collections webinar from last week "Storage Environments: The Big Picture" www.connectingtocollections.org/storage-environments/ It has a lot of interesting information (and cause for further thought) about the actual need for strict humidity controls.
As to the "drafty" windows aspect, the historic house where I work was recently able to have UV filtering storm windows put on the outside of our regular windows. They don't impact the aesthetic in any significant way and I am noticing a significant reduction in the temperature fluctuations in the restored rooms.
