I must have been "sleeping at the switch" yesterday. There is an excellent
source of performance measures, for both measures of efficiency AND, to some
degree at least, of EFFECTIVENESS. It was published in 1990 or early 1991 by
the Audit Council for England and Wales and was entitled "Audit Guide for
Local Authority Museums". I think I have both the issuing agency and the
title right; perhaps one of your British neighbours can help you obtain a
copy.

I had all but forgotten this very useful publication, which includes
excellent sets of standards covering most areas of museum work. It would
give ANY heritage institution a good starting point, even without using the
services of Harry Needham Consulting Services, Inc. !!!

If you obtain a copy, please let me know where you got it and the price; I
foolishly loaned my copy some years ago to one of these damned consultants
and never saw it again.
