If you have not investigated them already, try contacting the Department of Cultural Affairs (or similar department) in individual cities.  The DCA in Chicago, for instance, is in the splendid old Chicago Public Library -- which is now the Harold Washington Library -- a different building with exhibition spaces and they may also have a collection.  The Chicago DCA, by the way, also mounts wonderful exhibitions in the old library building.  Cheers!
