Formulates program goals and objectives. Develops and monitors short/long-term plans. Makes policy decisions concerning programs, budget, staffing and organization. Together with the Museum Director, oversees curatorial planning, establishes standards for research and collections staff, and develops performance standards for subordinate managers (including evaluating their performance). Plans and implements Smithsonian and Museum objectives in staff and program diversity, staff development, and labor relations. Serves as member of Director's Council and is key advisor to Director on scholarly and collections programs/issues. Performs historical research, participates in national and international conferences. Develops joint program in cooperation with universities, museums and community groups. Provides expert consultation to professional organizations.
