You might consider using tags of sheet aluminum and stainless steel wire
to attach them with.  It seems to me that someone used to make pre cut
tags of thin aluminum, but you could easily manufacture them yourself.
Usually, the tags are of a thickness which allows you to write on them
with a steel stylus which makes a permanent impression, and the resulting
tags are highly weatherproof.
