Sometimes you can over come space restrictions through the use of mirrors.
Reflecting the image can allow more creative placement of the lighting unit.
I would suggest contacting a theatrical lighting designer they solve these
kind of problems all the time.

museums (Natural History?) placed a small plex or glass tank full of water
near the ceiling with an incandescent light directly above it. There was an
electronic stirrer of some kind that agitated the water and created a nice
rippling effect on the walls. You might try to call their exhibit
department, or experiment with this yourself.

We are redesigning a small gallery in our museum and I've
been asked to come
up with a way to get a water effect with lighting at the
entrance. I will
have some halo track, but no where near enough room to use a
theater light
with a gobo and turning wheel .
Anyone have any suggestions as to how to create the
illusion?
