BACKGROUND
In the past twenty years ICOM has been fostering a more inclusive
professional practice in heritage management that brings together tangible
and intangible heritage. During the proceedings of the ICOM General Assembly
in Barcelona, July 2001, several meetings emphasised the need to develop
diverse approaches to identify, train and manage resources that are
intangible along with tangible resources. ICOM also has an important
contribution to make in the drafting of the instrument on Intangible
Heritage that UNESCO is currently preparing.
ICOM membership commitment to protecting the vulnerable intangible heritage
is so great that the theme of the General Assembly of ICOM 2004 in Seoul,
Korea, is Intangible Heritage. However, the current level of professional
dialogue needs to be developed in a regional context of the Asia Pacific.
This is even more important in the face of globalisation that poses the
greatest threat to the continuity of intangible heritage in diverse cultural
situations. It is this concern that has led the ICOM Asia Pacific
Organisation to identify a focussed workshop on Museums, Intangible Heritage
and Globalisation as a preparatory activity, the outcomes of which would
inform ICOM 2004.
The workshop will be facilitated and organised as an integral part of the
Asia Pacific Regional Assembly of ICOM, which has been scheduled from 20 -
25 October 2002 in Shanghai, China. For practical purposes it is understood
that intangible heritage resources consist of voices, values, traditions,
languages, oral history, folklife, creativity, adaptability and the
distinctiveness of a people. These could be centred on a place or a
collection or a group of people in a particular cultural heritage context.
The workshop with deal with both tangible and intangible heritage resources
in a holistic context and consider museums as key vehicles for
documentation, preservation and promotion of these resources.
OBJECTIVE
By the end of the workshop, participants will have identified
recommendations for future actions at national and regional levels in order
to protect intangible heritage in the Asia and Pacific Region by:
1. Identifying culturally diverse perceptions of intangible heritage;
2. Profiling the respective national frameworks for the protection of
intangible heritage;
3. Establishing a plan of action for regional dialogue and advocacy;
and
4. Fostering integrated approaches to tangible and intangible heritage
management in museums and heritage organisations.
EXPECTED RESULTS
The following results are anticipated from the proceedings of the workshop:
* Publication of a regional template of the recommended framework for
action on the web that could be translated into various languages by the
respective National Committees of ICOM
* Publication of the proceedings of the Workshop in English and
Chinese
* Improved regional cooperation
* Identification of lead-up activities and conceptual framework for
ICOM 2004
* Capacity building for participants in the protection of intangible
cultural heritage and
* Contribution to the International Convention on the Protection of
Intangible Heritage of Humanity that has been mooted by UNESCO
HOST COUNTRY CONTEXT
China has a high density of museums in Asia with more than 2000 museums,
1,390 historical museums, over 10 million artefacts and a turn over of 6,000
exhibits every year that attract approximately 100 million people. As the
biggest country in the region and as also a country that is demonstrating
the benefits of systematic professionalisation of museums, the Chinese
delegation to Barcelona has expressed a keen interest to play a significant
role in the Asia Pacific Region. China is also planning to develop
three-year programming of activities in cooperation with its neighbouring
countries through ICOM China.
China considers hosting the 7th ASPAC Regional Assembly and Shanghai
workshop as one of the most important elements of its commitment to regional
museum development. The country is facing unprecedented social reform and
has identified the protection of its cultural heritage from a new angle,
bringing together both tangible and intangible resources, as a priority.
China has recently joined the World Trade Organisation and is carefully
monitoring the impacts of economic, technological and cultural
globalisation. It considers the role of museums in dealing with this tide of
globalisation as the single biggest challenge at the beginning of the 21st
Century. Museums are considered as key players to sustaining local
identifies and promoting localisation of social and community cultural
development.
PARTICIPATION IN THE WORKSHOP
For the preparation, implementation and follow-up of this Workshop ICOM and
ASPAC (Asia and Pacific Organisation of ICOM) will work closely with ICOM
China. The participants will be mainly members of ICOM and heritage
professionals from the Asia Pacific region, UNESCO delegates and national
decision-makers who are dealing with intangible heritage. At least two
participants from each of the countries of the Asia Pacific Region will be
targeted. ICOM is currently exploring the possibility of supporting the
attendance of a small number of participants based on specialist papers and
contributions from developing countries in the Asia Pacific.
It is envisaged that each country of the region will prepare two papers on
the theme of the workshop Museums, Intangible Heritage and Globalisation.
One paper will provide a profile of the policy, legal and institutional
frameworks that are available for the protection and promotion of intangible
heritage in the country of the contributor. The second paper will be by a
specialist on intangible heritage who will provide an in-depth analysis
illustrated with case studies located in the heritage management theory and
practice of the respective country of the contributor.
Each of the National Committees of ICOM is invited to facilitate the
above-mentioned process for the preparation of papers. A small number of
papers will also be solicited from countries where there are no National
Committees of ICOM. In addition, any interested professional and scholars in
the field are asked to propose substantive papers. These will be accepted
based on relevance and complementarity with other papers. Descriptive and
promotional presentations will not be accepted.
Papers must reach the ICOM Secretariat no later than Friday 20th of
September.
Organising Committee
The Regional Assembly and the Shanghai Workshop will be co-chaired by
Professor Amareswar Galla, Chair, ICOM-ASPAC and Mr. Zhang Wenbin, Chair,
ICOM China and Director General of the State Administration of Cultural
Heritage of the People's Republic of China. The organisation is the
responsibility of the two co-chairs, Mr Manus Brinkman, Secretary General of
ICOM, Ms Jennifer Thevenot, Senior Program Officer, ICOM Secretariat, Dr.
Meng Xianmen, Vice Chair, ICOM-ASPAC and Director of the Department of
Museums under the State Administration, Professor Chen Xiejun, Director,

Registration fees are as follows:
(a) Registration only:
ICOM Members - US $250
Non-ICOM Members - US $ 300
This fee covers transportation during the workshop sessions, all meals
except the Thursday night dinner, documentation, meeting facilities,
services, study tour on Wednesday, simultaneous interpretation,
entertainment and a copy of the published proceedings.
(b) Registration and accommodation total package:
ICOM Members - US $ 750
Non-ICOM Members - US $ 800
This fee covers in addition to the above entitlements accommodation for five
nights, pick up and drop off service from the airport, Thursday night dinner
and all hospitality.
Please note that the absolute date for registration is Monday 4th of
October. The total number of places is limited 80 places and registrations
will not be accepted after the limited number has been reached. Priority is
given to participants representing the National Committees of ICOM and
presenting national position papers or expert technical papers.

DRAFT - PRELIMINARY PROGRAMME
English and Chinese will be the working languages of the Workshop.
As a basis for group discussions, all the participants will be asked to
prepare a country situation paper including policies or actions already
taken in their country to protect intangible heritage. They will also be
asked to show case demonstration models of intangible heritage protection
from their countries. A summary of all the papers submitted by the Friday
20th September will be prepared in English, translated into Chinese, and
circulated in both the languages.
