The Area of Consideration is ALL QUALIFIED. Applications will be
accepted from Career/Career Council employees, and Council employees
with reinstatement rights, those eligible under special appointing

Notice to Veterans: The Defense Authorization Act of November 18,
1997, extended veterans' preference to persons who served on active
duty during the Gulf War from August 2, 1990 through January 2, 1992.
The law grants preference to persons otherwise eligible and who served
on active duty during this period, regardless of where the person
served or for how long. The law also authorized the Secretary of each
military department to award the Armed Forces Expeditionary Medal for
service in Bosnia during the period November 20, 1995, to a date to be
determined. The award of the Medal is qualifying for veterans'

Individuals who have special priority selection rights under the
Agency Career Transition Assistance Program (CTAP) or the Interagency
Career Transition Assistance Program (ICTAP) must be well qualified
for the position to receive consideration for special priority
selection. CTAP and ICTAP will be considered well qualified if they
fall within the top one-third of the rating scale.

that they meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR
330.704 for ICTAP. This includes a copy of the agency notice, a copy

STATEMENT OF DUTIES: This position is located in the United States
Holocaust Memorial Museum, Office of Museum Programs, Division of
Museum Services. The incumbent of this position will serve as the
Director of Museum Services and will be responsible for managing,
administering, promoting and evaluating numerous Museum visitor
services and programming activities, the Visitor Services
representative program, the volunteer and intern programs, special
events programming, VIP guest services, the Museum cafe, group
scheduling, theatre and classroom management and various on-site and
off-site educational conferences, seminars and community programs,
both scholarly and non-scholarly. Incumbent develops, recommends and
oversees budgetary material, contracts and human resources. Incumbent
provides administrative supervision and direction for 47 or more
employees, contractors, consultants and over 350 volunteers.
Incumbent plans, manages and implements policies, procedures, systems
and standards for the various facets of visitor services programs, the
National commemoration of the Days of Remembrance annual observance
and other programs and activities for visitors, members, non-members,
visiting VIP's, donors and other special constituencies of the Museum.
The incumbent represents or accompanies the Associate Museum Director
for Museum Programs regarding the Division of Museum Service programs
and activities.
CONDITIONS OF EMPLOYMENT: Incumbent is considered an "emergency
employee" and is required to work normally assigned shifts when other
employees are released for administrative reasons. 2) Incumbent will
be required to work some weekend, holiday, or evening hours.
SUMMARY OF QUALIFICATIONS REQUIRED: For the GS-14 level applicants
must possess one (1) year of specialized experience equivalent to the
GS-13 level. Specialized experience is experience in management at a
team and program level of a museum segment dealing with visitor
services or management of a large staff who deal with the public where
customer service is vital or other experience related to the position
to be filled.
KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS):
1. Knowledge of Museum standards, practices, methods and operations to
direct and administer visitor service programs, establish program
objectives and develop programs to meet visitor needs.
2. Knowledge of financial, contracting, and budgetary management
policies, procedures and methods to oversee, develop and monitor
contracts, long-and short-range budgets and administer financial plans
and controls.
3. Excellent written and oral communication skills to respond to
inquiries, prepare invitations, programs, briefing papers,
correspondence, reports and make recommendations and presentations or
participate in meetings or public forums as well as the skill in
interacting, negotiating, coordinating and maintaining effective
working relationships with individuals at all levels and the public to
coordinate, negotiate and resolve complicated and often sensitive
situations and problems.
4. Extensive experience in customer service and knowledge of the
various aspects of social and diplomatic protocol to provide advice
and assistance to the Museum Director, Council Members and other
Museum officials for ceremonial or other activities requiring ultimate
diplomacy, to ensure appropriate seating arrangement, proper
interaction and other amenities with visiting dignitaries.
5. Extensive knowledge of management concepts, principles, methods,
techniques and practices in order to analyze, evaluate and manage
various museum programs, operations and the budget as well as
demonstrated experience in directing the work of others and motivating
them to produce professional quality work.
