The first thing I recommend for finding a job at the Smithsonian is talking and meeting with Smithsonian employees. The first step I took was going to make an appointment with a friend of my professor's. She had a high level position and gave me names of people to contact. I send a letter and c.v. to these contacts and after about 3 months I had an interview for the job I have now. Luck and timing, but it worked.
Another option is the Applicant Supply File. "This File is a central system that may be used to fill TEMPORARY Federal and non-Federal positions that are not expected to extend beyond one year..." It is posted by the Smithsonian and has a vacancy announcement #. For more information, contact the Office of Human Resources (202/ 287-3100).
