One problem that we have encountered is that we provide all our public
programming for free ( we are part of a State University), hence, the
money for advertising is extremely limited.  Our local paper doesn't do a
very good job of running press releases for those of us who "aren't
paying."  Unfurtunately our public service/free programming arguements
seem to have little impact.
