I think the first thing you  might want to do is find a couple of other people who want to help
you, decide WHY exactly you want to create that specific type of museum and if that is
what the community really NEEDS. Then, create the mission statement, because that is
what the key stakeholders and contributers are going to buy into. Then, research the key
community figures and organizations and create some relationships.

I think it should all come together after those initial steps.
