I would suggest that you hire a youth programs coordinator or a volunteer.
Without an active, supervised program, your young members probably are not
going to come around much. With an active program, they will come and
bring their parents.
We tried it some years ago, while we had a temporary education curator.
The position was not funded the following year so we could not keep up the
activities. Our youth members were gone within a year.

Subject: youth memberships
Hi.
I could use your suggestions. We are considering establishing a
youth membership. If you do that at your institution, is it
successful (financially and in terms of a new audience)? What
are the benefits of that membership category? What is the cost to
the member? If you don't have a youth membership at your museum but
have considered it in the past, why did you choose not to establish
one?
