We've had great success with upholstered chairs that lock together in
rows (meets fire code requirements) and stack (for storage) made by the
Church Chair Company. They are extremely comfortable, quiet, and
strong, and are available in a variety of frame and upholstery colors,
and cost about $30 each (five years ago) plus shipping.
