        Unfortunately, there is no easy answer to this particular question.
Like most things in the museum world, it goes in a circle.  Assuming
your museum has collections, then without them you can neither
educate nor have great exhibitions.  My opinion has always been that
the collections are the means to the mission.  If they are in a sorry
state then you have failed that mission.
