At the Art Center we have always posted (and generally hired from)
outside for new or vacated positions. If someone from within wants to
apply for the job, terrific: two of our best staff members applied for
such positions when they were underpaid/overqualified desk personnel and
were hired, not because they were inside already but because they were
truly the best for the job--their qualifications are now being well
utilized. (we also had instances where someone from inside applied for
the job and was NOT hired--they quit shortly thereafter)
We have had only one instance where a new position was created as a
promotion for someone already on staff; however, the "someone" did not
totally let go of all of their old responsibilities, merely assumed a
more exalted title and added new ones.
