I would like to say it can be done - but it is tenuous at best.  Fort
Discovery - National Science Center is a partnership of a non-profit and
the government (DOD, Army) which is hard to believe.  Letters of
understanding and Memorandums of Agreements will be nice, but the bottom
line will always who pays the bills and who gets the money.

        Invest in lawyers now and save a bundle of trouble later.  Merge
completely into a completely new museum whith a duel focus mission as it's
goal.  Failing this can leave one holding the bag if a partnership goes
sour.
