The LSTA is Subtitle B. of the Museum and Library Services Act added as
Title VII of H.R. 3610. It's final form is, unfortunately, buried in the
Department of Defense Appropriation Bill for FY97. It is huge. And I was
not experienced enough with Thomas to find it easily. I found the easiest
way was to read the text was in the House Report 104-863.
Summaries are available at the ALA website, (http://www.ala.org) under the
ALA Washington Office. You could probably just call ALA's Washington Office
for a copy. There is also a summary available on the Institute for Museum
and Library Services website, because they are responsible for distributing
the funds now. (http://ims.fed.us). They also might be able to supply the text.
