Sorry that not only did the NEA lose, but arts funding in general lost at
the same time.  The failure to transfer the funding via block grants to the
states is inexcusable.  Now, it's the Senate's turn.   IMHO, John Warner of
Virginia would help lead the battle to provide the block grants, at least.
