Prompted by the recent discussion to research the issue, I've found
what might be one. Unfortunately) an expensive one!
Netscape offers a product called the Administration Kit, which enables
an administrator to do a variety of things like modifying buttons,
specifying home pages, and other things outlined at
www.netscape.com/comprod/products/navigator/version_3.0/management/adm
in/index.html.
It does not state explicitly whether you can disable the "quit"
option, but at least it may be something of a start.
The unpleasant news is that the product retails for $1995.00. It's
made a little better by the news at
home.netscape.com/comprod/business_solutions/education/products_pricin
g/education_pricing.html#what, which suggests that the price for
qualifying educational institutions is a (mere?) $795.00
Calling Netscape if you were interested in the product would certainly
confirm the presence of a "remove menu" option.
I know of NO ONE who is using this program (kit), but then again, I
don't know of any people who have said that it's BAD! If the program
cannot accomplish what you need, perhaps a unified approach to
Netscape would work (if everyone's needs were similar).
How do Internet cafes handle the situation? One bar I know has an
internet kiosk in it where you deposit cash (I don't know how much)
and then get to browse (though I'm not sure with what browser). I'll
look at it more carefully when I'm next there and report back.
Additionally, The Tech Museum of Innovation has been discussing how to
address user's needs and may have developed a solution by building
their own browser.
