I believe you are right.   The good beginning for any museum is to provide
collections and exhibits in a way that engage the visitor, making it easy
to learn and retain knowledge.   Museums that consider "the experience" or
visitor services minor considerations are countering their efforts.
Fatigue and distractions greatly impede a visitor's ability to learn and
assimilate.  Fixing the components of the experience that cause the
fatigue and distractions only improves the delivery of the collection
content.
