I agree with most of what Gary said, except, I think anything "paper system"
can be as quickly thought out and accomplished with word processing software
even on a DOS format.  I do believe that Windows, though, is the way to go.
 My caution would be that you can plan and plan, but your database will never
be as complete as someone at your institution would like it to be.
