Part of the problem is the 'museum' job market is so split in to so many
parts-large museums, small museums, art, science and history museums  will
different types of incomes that is impossible to organize it.  My only
suggestion would be some sort of a qualification in the same  spirit as a
CPA.  While anyone can work as a bookeeper a only a CPA  can cert. reports
for certain uses. Likewise anyone could work in a museum but only a CPM(!)
bless  grant apps. or IRS forms.
