The Strong Museum in Rochester, NY has wrestled with this issue and
devised a collecting policy. They're dealing with it on a national level,
so their decisions are useful for us in smaller places. Christopher
Bensch (curator) spoke to the Pennsylvania County Historical Societies
last year; I suggest you contact him. I can't find his number at the
moment, but it should be fairly easy to find.
