It is sad but if you are going to deal with any sort of governement there
are a lot of extra costs.  I once had to have custom insturance cert. for
all of my contractors on a job because the County's rules where way out of
date.  Of course the hurdles are not always accidents.  Governments often
like to favor certain contractors-ever wonder why the same few contractors
do 90% of the road construction in most areas
