Off hand- I would say purchase the least expensive  name brand vcr that
has a repeat play feature and a TV the size you want.  The TV should have
a very long life under most conditions but the vcr will wear out or at
least need service every few thousand hours-also use good quality
tape-since a common problem is tapes failing inside the machine.
