I'm missing something in this line of reasoning...Oh, and

the Legislature only meets once every two years? That
sounds pretty
efficient! Maybe we could get that instituted in New

No, no. We DO have clean air and low crime, which makes us
attractive, but the point of the sentence was that we have
an extremely low staff turn over rate. Poorly stated, I
admit. Our legislature meets only 80 days every two years -
some say it should be the other way...
