If at all possible, have it done by a textile conservator.  There are
numerous questions to ask first: what is the fiber content of the
velvet?  From when does it date?  Is it strong? stable? are the nap
fibers shedding?  What color is it?  Is the dye stable? And, what type of
tape was attached? What type of adhesive?  When was it applied?  removed?
Did you save a piece of the tape for testing solubility?  As you might
guess, there are right and wrong ways to go about finding the answers to
each of these questions; a person with the appropriate training would be
able to help you.

We have a textile conservation consultant--I will pass your message on to
her (I won't see her for a couple of weeks).  Meantime, good luck.
