          Can I inquire more about photos taken by an employee as part
          of his duties for his employer?

          I realize that the photos would belong to the employer and
          therefore follow the rules you outlined.  But what if the
          employer is a federally-funded organization such as the
          Department of Energy?

          Would the copyright always be in the public domain since
          the photos were created/paid for by taxpayer dollars?
