There are plenty of reasons to control communication between staff and
Board, having to do with the best use of the Board's time, the
necessity of keeping them focused and away from micromanagement, and,
yes, the necessity of assuring that scuttlebutt of a disgruntled staff
person doesn't get blown out of proportion.
On the other hand, I certainly think that a periodic staff
evaluation of the director is workable if it is structured
correctly.
I don't think that you have to be a cynical or manipulative Director
to want to control how the Board is used.
