I am one of the managers and therefore, by definition, evil.
Being unionized is no solution to the problem of getting wage increases, as our
employees, both union members and management, well know. Pay rates in the
government of Canada have been frozen for several years and the freeze was only
lifted last month. The employment/economic climate is such in Canada,
especially in cities which are centres of government activity, that the
employer holds all the cards and it seems that the power - and the utility (in
terms of traditional union functions) - of unions decreases steadily.
I think there was a time when federal government employees in this country were
paid above the average, or so popular legend has it. However, on comparing a
wide variety of jobs in this corporation to what similar positions outside
would bring, in terms of salary, this no longer appears to be so (if it ever
was). The problem is that there simply aren't many jobs out there! Last
Thursday, we interviewed candidates for a position of education officer - a job
with less pay and perhaps less future than a teaching job outside. We had 140
applicants!
