I personally have always considered the expression "cultural tourism"
useless; all tourism is "cultural".

However, one can talk of heritage tourism, or eco-tourism. For the former
there is Boniface and Fowler, "Heritage and Tourism" (London, Routledge,
1993).  For the latter, there is Craik, "Resorting to Tourism, Tourist
Development and Cultural Policy" (Sydney, Allen & Unwin, 1991).
