The address I have for the Federal Register is gopher.counterpoint.com.
Have never used it, or have not used it in a long tine, but understand that
it is restricted, but won't swear to it. There may be other access
points, such as a web site, that I am not familiar with.  The NIH gopher is
gopher.nih.gov, again I have never used it.  In regards to general grant
databases, do you know IRIS, run out of the University of Illinois at
Urbana-Champaign?  It has a web site which I think is restricted.  Most
research universities should have accounts, through such
departments as research administration, if one has access to such
departments (alumnae may be able to charm themselves into such access if
one does not work for a university or have student status) to
gain access.  My understanding is that it is a very utilized funding source
especially in the medical/engineering world. Not to imply that it is not
useful for the humanities side of the world. Is this the sort of info you
are looking for??
