According to Websters, "conservation" means:
a careful preservation and protection of something: esp: planned
management of a natural resource to prevent exploitation, destruction,
or neglect.

So when does "use" turn into exploitation and/or destruction of either
natural or human resources. I remind myself that the Parthenon was in
use for nearly 2,000 years as either a temple or a church before it was
transformed into an artifact of the age of Pericles in modern times.
