Yes, a collections manager is an information facilator, however to say that
their main function is an information manager is like the tail wagging the
dog. Collections care comes first: a component of collections care is
information/documentation, but so are environmental concerns, housing,
security, handling researchers/students/volunteers, etc. Yes, you do need to
keep up with technology, but technology is definitely not going to put a
collections manager out of a job. We still have to use our card
catalogues/accession files because the physical task of putting the
collections on computer will still take years (and then we can talk about
images).
That said, your friend still needs to lose her technophobia.
