I would talk about the federal arts/humanities museum agencies as
a real democratizing force in the arts, pushing them out from the
urban centers to the rest of the country. This is documentable
by the explosion in regional theatre, music, dance (museums are a
bit more expensive to set up..) since the founding of the
endowmnents. Humanities is a bit more difficult to defend from a
populist point of view. After all, they've all heard about the
baseball documentary. That isn't to say that I don't believe in
the NEH at all! They are an extremely important agency funding
publications, research, exhibitions, media that simply wouldn't
otherwise happen. They are currently funding, I remember seeing,
a complete publication of Jefferson's letters. That might be
worth mentioning.
Without knowing your congressman's pre-dispositions, I can't come
up with any specific tacks beyond these. Good luck, and thanks
