One of the problems with requiring a museum visit is money - if a child (or
its accompanying parents) are charged to enter to museum, a teacher can not
make going to the museum a requirement, as it would be discriminatory and/or
a burden on families that can not afford that admission price. Taking a
round $5/adult, students free admission, that would be at least $5 that that
family may not have to spend.
Libraries are free to visit and browse, no matter where you come from. There
may be out-of-district fees to borrow books, but the visit is never a
financial concern.
