Christa,
At the Kentucky Derby Museum we devote only one hour to a research request from the general public. For more in depth requests, one most schedule a time to visit the archives or send someone to conduct the research on his/her behalf. Any fees associated with research (copies, usage, etc) must be paid before materials are released.
I hope this helps.

Does your institution have a policy and payment structure for any research over a certain amount of time? How do you go about getting payment if you do? Do you ask upfront or do wait and invoice the researcher, then send them the materials once you are paid?
