Thanks for your message and your well thought out list of reasons, some more valid than others of course, that an institution might restrict outside access to its collections.If I were cynical (which, of course, I am not), I would add 'to maximize income' to your list. In any event my real purpose is not to find out why a public institution might forbid public access but to determine if any actually do. Thanks again, David
