Ok.  After trying all the suggestions and doing a little research on how the mechanism works, I think the "fence" might be stuck.  It should drop down when the wheels align, and I don't hear the characteristic sound of it dropping that the websites all say you will hear.  Any idea how to get it "unstuck"?  Any other idea of what else it could be?
