Unfortunately, you probably can't ask them to remain in a volunteer 
capacity, at least not doing the same jobs they were doing.  The 
Department of Labor has some pretty strict rules about employees 
acting as volunteers.  Basically, if employees are volunteering for 
something, it must be substantially different than their normal job 
and duties.  The Dept. of Labor wants to make sure no one is 
"volunteering" for their own job, and thus not getting paid when they should.

I'm not sure what the rules are for recent ex-employees, but I'd be 
very careful of that.
