My policy was that personal cell phone calls--like personal calls on landlines--should be minimized and dealt with out of the office area (go to a break room or outdoors) and ringers turned to "vibrate" so as not to disturb others. Ideally all calls should be returned at lunch or on a scheduled break unless they are a true emergency. Re iPods: depends on the nature of the task at hand. If the student is not responsible for answering public queries or phones, they are working in a non-public area, and the task is repetitive, iPods are OK. Not acceptable in a public area at all. If the task seems to suffer because they are distracted by iPod use, speak to the student and restrict iPod use to certain tasks only.
You didn't ask, but re personal IM-ing during computer tasks: not OK under any circumstances.
