Rights: We have a tiered system of rights fees: one for non-profits, one 
for for-profits, and then a sliding scale based on how many copies of 
the book/article/whatever are going to be made.   An organization can 
ask for a fee waiver, but we do not offer discounts.  Fee waivers are 
rarely granted, and usually for local organizations that we already have 
a relationship with. The paperwork & research takes up staff time; it is 
not unreasonable to charge a fee for this service.

Reproductions: Just about everybody has to pay a fee for a reproduction, 
unless I happen to already have a scanned image around, in which case 
I'll zap a low-res version by email. (The librarian/archivist may not 
have this policy, this is for artwork only).  Anything higher-res or 
hard-copy, requiring photography or new scanning, printing, or shipping, 
costs staff time & money, and so we charge. 

Honestly I don't think the amount of money we make on either is 
substantial, but if we provided either service for free, we'd be 
overwhelmed by requests that are essentially fishing expeditions.
