To piggyback off the previous suggestion- I've also had good luck with the Edirol R-09. It can do both wav and mp3 format. It is very portable, has a built in stereo microphone, as well as the capability to accept an external mic. It also runs on standard memory cards, and can be powered either through a plug, or through standard AA batteries. With a larger memory card you can get several hours worth of recording done. It can record both speaking voices, and music very well. (I've done both with it and been very pleased.) When the file is downloaded through a standard USB cable, it automatically loads through Windows Media player for saving to the hard drive.
I found mine on ebay for around $320 brand new. (Plus they come in a variety of very groovy colors.)
