Sorry: for some reason the blog posting on the Smithsonian left off
the final paragraphs, which explained the connection with the Chief
Justice (who happens to be the head of the board of regents of the
Smithsonian).  Also: the National Gallery is NOT part of the
Smithsonian, but their compensation practices turn out to be quite
relevant to the complaints about Mr. Small's pay.
